From the outset, UTOPIES has included the local component and territorial anchoring in its reflections and statements. Since 2013, we have even created a “sustainable local economies” cluster of expertise, developed numerous modeling tools (LOCAL FOOTPRINT, LOCAL SHIFT,… ) and published several position papers on the importance of the local for businesses and economic developers (LOCAL MULTIPLICATOR EFFECT, FOOD SELF-SUFFICIENCY IN CITIES, MANUFACTURING CITIES, BRANDS CITIES PARTNERSHIPS, THE POLLINIZING COMPANY, etc.) but also for consumers, with the LA VIE LOCALE study.
Faced with the acceleration of climatic hazards, a year ago we launched an RD project on productive resilience and the capacity of local economies to withstand a shock or its consequences on the disruption of international supply chains. The COVID-19 crisis accelerated this concept of productive resilience.
With this position paper, we would like to propose a formal framework to help visualize and measure the productive resilience of any region, as well as to identify the best ways of working to help strengthen it. We would like to share not only the results of our work, but also our intuitions and biases, particularly on two themes:
